Some of the main reasons why Public Private Partnerships (PPPs) fail to attract private investors are corruption and non-transparent tendering procedures. Implementing international best practices requires an open and transparent environment.
In 2015 the United Nations’ European Commission for Europe (UNECE) appointed Airport Development Partners SA to set up and lead a special project team to help develop a global standard reflecting international best practices in the management of concessions-based PPP programs for airports. Over the course of two years, the ten members of the special project team worked collaboratively on the definition of the standard aiming to assist the governments of the 193 UN member states in achieving a) increased confidence in PPP as a viable procurement option and b) high success rates of airport PPP projects.
